Summary:
Due to the recent global-scale events that are impacting everyday life, the majority of our project milestones are being adapted to the best of our ability. The Rebel Market planning team is working on what new engagement initiatives to implement that will bring healthy deliciousness to kids at schools while protecting the health and safety of all those involved.
November 2019 – January 2020

Pros:
- Commercially zoned location
- Owned and managed by The Enterprise Center
- Located on 52nd & Market St. corridor
- 9,000 people daily traffic flow (pedestrians & Septa transit)
- Wide sidewalk space in front of the location to host outdoor events
- Located near our test kitchen space
- Center For Culinary Arts 48th & Spruce St
- Located between a donut shop and a food takeout restaurant
Cons:
- Lack of space for large commercial equipment donated from Children’s Hospital Of Philadelphia (CHOP)
- Existing infrastructure is old and needs many costly repairs:
- Electrical outlets
- Walls
- Ceilings
- Basement storage
- Restrooms
- Water and drainage systems
- Kitchen hood and HVAC installation
- Meeting with senior leadership of Philabundance

- Outlined equipment needs & supplies for market & placed orders
- Adjusted project expenditures within budget for the testing phase of the market
- Visited Dobbins CTE to canvass potential market sites within the school
- Began drafting standard operating procedures for market & branding strategy
- Arranged meeting with Dobbins CTE school coordinator to discuss ideas
- Revised recipes to scale production
- Rebel Market planning team piloted concept at the Netter Center twice & conducted survey evaluations with 30 – 40 people in attendance
March 2020
- Arranged meeting at Dobbins CTE to finalize pilot location: 1st floor
- Created Market Operators Roles & Responsibilities
- Created Food Safety Standard Operating Procedures within:
- Good Manufacturing Practices of market
- Developing & Following a Sanitation Plan
- Monitoring Key Food Safety Focus Points
- Developing a Traceback Plan
- Keeping Good Records
- Tested food production based on scaled-up recipe conversions
- Created official menu items & descriptions
- Coordinated with University of Penn grad students on needs assessment & evaluations plan for market

Issues & Challenges:
On our transition on market concepts:
Having taken into account all these experiences and conversations with industry professionals shows how we’re moving forward and adapting, but also how difficult it is to fit everything together. The CHOP equipment doesn’t fit in the 52nd St. space. More theoretically, we haven’t been able to ‘fit together’ the right partnerships to feel confident with ‘brick and mortar’ retail – another reason for our pivot to school-based.
The official launch date of The Rebel Market at Dobbins CTE is at a halt, as we all know. We originally planned to conduct the first official market event at Dobbins on March 19th. Due to the uncertainty as to when classes will resume this calendar year, we are hopeful that by mid-April we can resume the operations of the market. In the meantime, we will continue working within our project management tools & scheduling virtual meetings with our teams to keep everyone on track of the project deliverables.
